No deal yet with NFF –Keshi

Nigeria coach Stephen Keshi has said that he has not agreed on any contract with the Nigeria Football Federation. Keshi’s position was made by his brother and aide Emmanuel Ado through a statement issued on Wednesday.
He insisted that there was only a draft contract from the NFA and that both parties were to start negotiations on Wednesday contrary to picture painted by the NFF on Tuesday. The NFF members had said that they had finalised the fresh contract with Keshi for him to continue as the Eagles coach.
Their communiqué read, “The board expects the new contract to be signed by the NFF and Keshi in a matter of days.”
But Ado said, “On behalf of Keshi, I want to categorically state that no agreement has been reached between my client and the NFF. Nothing has been agreed. Statements credited to Inyama that arrangements have been finalised for him to sign a new contract are misleading.
“We have the draft contract from the federation and we expect to enter into negotiations today Aug. 13.
“I want to state that contracts are not a ‘take it or leave it’ thing. It is not a master-servant relationship.”
On Wednesday The PUNCH learnt that Keshi has asked for N15m per month salary while the NFF members want him to continue on the N5m he earned in the last two years during his first tenure which ended with the 2014 World Cup.

Banks dump Microsoft’s ATM protection solutions

Deposit Money Banks in the country have been forced to spend millions of dollars to deploy imported and locally-manufactured computer solutions to protect their Automated Teller Machines from hackers, investigation by our correspondent has revealed.
Top bank executives disclosed to our correspondent on Tuesday that the development followed the termination of Microsoft’s security and safety support for the Windows XP Operating System on April 30, 2014.
Microsoft’s decision has made over 9,000 out of the 13,000 ATM machines in the country, which make use of the Windows XP OS, vulnerable to hacking.
Microsoft said the Windows XP OS had exceeded its end-of-life and it was necessary for the company to end its technical (security and safety) support for the operating system.
Efforts by Nigerian banks to get the April 30 deadline extended was abortive as the country’s Microsoft office said it was not possible for the American software giant to give country-by-country extension.
Top bank officials told our correspondent that in a bid to protect the over 9,000 ATMs using the Windows XP from hackers, Nigerian banks had explored other options opened to them.
These basically include either buying customised extended support from Microsoft or deploying alternative solutions.
A top official close to the development revealed that most of the banks had spent millions of dollars to deploy the alternative solutions to protect their ATMs instead of buying the customised extended support that Microsoft advised them to buy.
The source said, “Banks are spending millions of dollars to protect their ATMs from hacking following the expiration of Microsoft’s Windows XP OS. I know of at least five banks that have bought solutions from overseas and within the country in order to implement some compensating controls around their ATMs.
“The solutions are mitigating the effects of the vulnerability of the ATMs to the activities of hackers following the end of support for Windows XP by Microsoft.”
Industry sources, who confirmed the development, said the banks’ decision to explore alternatives followed pressure from the Central Bank of Nigeria.
Asked why most banks did not buy the Microsoft customised extended support, the source said, “It is very expensive. Even the solutions they have bought are very expensive. But most importantly, I think most banks have weighed the cost-benefits analysis and realised that it is better for them to deploy the alternative solutions. More so, banks are deploying new ATMs that are coming with Windows 7 and 8.”
Industry expert and Chief Operating Officer, Digital Encode, an ICT firm, Mr. Adewale Obadare, said while it was good for the banks to deploy alternative solutions, which he described as compensating controls, there was a need to ensure that the solutions were well implemented.
“I commend the banks for spending millions to buy those solutions. It is good in order to protect their ATMs. However, I think they also need to ensure that those solutions are well implemented in order to achieve results,” he said.
The Chairman, Committee of E-Banking Heads, Mr. Tunde Kuponiyi, was not readily available to comment on the development.

Israel, Palestinians begin five-day Gaza truce


Israel and the Palestinians have begun a fresh five-day ceasefire in Gaza, agreed at the end of a three-day truce.
As the ceasefire was announced, Israel launched air strikes in response to alleged rocket fire from Gaza.
There were no more reports of violence overnight, and the two sides were expected to continue indirect talks mediated by Egypt in Cairo.
The Israelis launched a military operation in Gaza on July 8 to stop militant attacks from Gaza.
Hamas, which controls Gaza and is involved in the Cairo talks, has denied its members launched rockets at Israel on Wednesday night.
Israeli military spokesman Peter Lerner said on Twitter: “No need to jump to conclusions. I don’t know who launched 10pm (19:00GMT) rocket at Israel.”
There was no immediate report of casualties from either side.
Palestinian sources say the truce extension will create a window for further negotiations.
But the BBC’s Kevin Connolly in Gaza says future talks are likely to be forbiddingly difficult.
Officials from both sides have been communicating their demands through Egyptian intermediaries in Cairo.
The talks are aimed at finding a more durable solution to the conflict in Gaza.
The Palestinian side wants the blockade on Gaza to be lifted, while Israel wants the territory to be fully disarmed.
Israel has indicated it may agree to relax parts of the blockade, Egyptian and Palestinian sources said.
Other proposals under discussion include reducing the “no-go” zone in Gaza, and increasing the offshore fishing zone for Gaza fishermen.
Egyptian mediators have proposed that discussion of other demands, such as the opening of a seaport in Gaza and the return of the remains of two dead Israeli soldiers, be postponed.

Australia premier’s daughter charged with murder


The daughter of one of Australia’s most well-known politicians has been charged with murdering a suspected drug dealer.
Harriet Wran, 26, is the daughter of former New South Wales state premier and Labor Party president Neville Wran.
She is accused of taking part in the fatal stabbing of a man at a public housing complex in Sydney on Sunday during a drug deal. Ms Wran has been arrested along with two other men.
Neville Wran led New South Wales from 1976 to 1986. He died in April.
The Australian Broadcasting Corporation reported that Ms Wran and the two men face charges of murder and breaking and entering.
Both the police and her lawyer told reporters that she was involved in a drug deal at the time of the incident.
Fairfax Media said Wran told police she was “numb on ice” when she visited Daniel John McNulty’s flat on Sunday night with the two men.
Police said a fight broke out over a A$70 (£39, $65) drug deal and McNulty was stabbed to death. Another man was left critically injured.
Wran’s lawyer said she had been battling an addiction to the drug ice, a type of methamphetamine, for a considerable amount of time. She had also been living penniless on the streets.
Local media reported that Wran had been studying modern history at the University of Sydney. She is the second youngest of five children.

Confab: Northern delegates demand withdrawal of ‘draft constitution’

Northern delegates on Wenesday took their anger against the   ‘draft constitution’ by the National Conference farther by writing a protest letter to the Chairman of the conference, Justice Idris Kutigi.
In the   letter dated Wednesday, they   asked Kutigi   to withdraw the document from circulation because its content should not be debated .
The letter titled, “’New Constitution, referendum and adoption of conference report: Issues of serious concern,”   was signed by the Chairman and Co-Chairman of the Northern Delegates Forum, Alhaji Ibrahim Coomasie and Gen. Jeremiah Useni (retd.).
The letter reads in part, “We call upon the leadership of the conference to discountenance and withdraw the ‘draft Constitution’   and the accompanying bills which have been circulated.
“We urge the conference leadership to table the draft conference report which contains only the resolutions openly and officially sanctioned and adopted by delegates for validation and adoption as provided for under the National Conference Procedure Rules, 2014 and as envisaged in the Work Plan adopted.
“For the avoidance of doubt, we shall not be a party to the adoption of the report or any part thereof by voice vote. We urge the leadership of the conference to be strictly guided by the Conference Procedure Rules, 2014.”
They said they were shocked when the Secretary of the Conference, Dr. Valerie Azinge, distributed some documents, including one entitled, “Report of the National Conference, 2014 draft constitution” which they said was also accompanied by draft bills to promulgate into law the “constitution of the Federal Republic of Nigeria, 2014.”
The Northern delegates claimed in the letter that none of them was   privy to any decision and did not participate in any processes or proceedings that led to the emergence of the ‘draft   constitution’ or bills.
The delegates added   that they had previously expressed their objections to any such project under any guise.
“Moreover and to the best of our knowledge, we are unaware that the conference has, whether at plenary or committee stages of its work, taken a decision to draw up a draft Constitution, authorized or tasked any of its Committees, delegates or the conference secretariat to do so,” they said.
They, therefore, described the origin of the documents as dubious and questionable.
The aggrieved delegates wondered why the ‘suspicious document’ contained   extraneous issues.
Such issues, according to them, were various provisions pertaining to   state creation , boundary adjustment, referendum to adopt constitution, funding of local government areas, and deletion of Land Use Act as well as the abrogation of all existing laws, which were contained in the contentious draft.
During plenary on Wednesday, which lasted for only 14 minutes, Kutigi announced plans for accelerated handling of all   draft resolutions.
The Chairman, flanked by his deputy, Prof. Bolaji Akinyemi,   Azinge and the other three principal officers, welcomed the delegates back to the conference.
He apologised for the postponement of resumption from August 4 to August 11, explaining that it was due to the enormous work that needed to be done to ensure the completion of the draft resolutions.
Kutigi reassured delegates of the inviolability of the draft resolutions; adding, “If there are any errors, they are human errors and not an attempt by the leadership to play any game”
He further stated that the draft reports of the conference   were done “to the best of our ability and with all honesty and diligence.”

Enugu deputy gov slumps before impeachment panel

Enugu State Deputy Governor, Mr. Sunday Onyebuchi, on Wednesday slumped while testifying before the panel of enquiry that is investigating impeachable allegations levelled against him by the state House of Assembly.
The deputy governor had testified for about three hours in his own defence when he suddenly complained of dizziness and collapsed into his seat.
Onyebuchi’s wife, Nneka, and some of the deputy governor’s aides, who were present at the sitting, were said to have rushed to his aid and revived him before he was rushed to the hospital.
His lawyer, Ogochukwu Onyekwuluje, said, “What happened is that the deputy governor was giving evidence but at some point he developed dizziness and had to be rushed to the hospital.
“They have diagnosed blood pressure and a medical report has been brought, showing the state of his health.
“He suddenly developed a high blood pressure.”
The panel, which initially adjourned its sitting till 2pm as a result of the development, was unable to continue again for the day as reports from the hospital indicated that Onyebuchi had suffered from high blood pressure, and as a result, needed to rest.
Journalists were not in the courtroom when the incident occurred because the panel had barred the press from covering its proceedings.
Our correspondent learnt that Onyebuchi slumped barely about five minutes after the Chief of Staff to Governor Sullivan Chime, Mrs. Ifeoma Nwobodo, who is widely seen as Onyebuchi’s major adversary, entered the courtroom in company with the state’s Attorney-General, Mr. Anthony Ani, SAN.
Although Onyebuchi was accused of running an illegal poultry, and allegedly refused to represent the governor at official functions, there have been insinuations that his real offence had been his intention to contest the Enugu East Senatorial Zone seat, which is said to have been reserved for Nwobodo.
Nwobodo’s presence in the courtroom was in response to summons served on her on Tuesday by the panel.
As of the time of filing this report, Onyebuchi’s condition was said to have been stabilised, having received treatment at the undisclosed hospital but his lawyers were said to be hopeful that the panel would shelve its sittings until next week to give the embattled deputy governor enough time to recuperate.
The lawyers blamed their client’s failing health on the impeachment proceeding against him.
Onyekwuluje, who spoke to our correspondent, said that the impeachment proceeding had taken its toll on the deputy governor.
He said, “What we believe is that he suffered some temporary dizziness; when he started he complained that he was not feeling well and he was given a bottle of water.
“He was seated and was giving his evidence slowly when he complained that he was not seeing very well and was feeling dizzy; you can see him bending down.
“It was in the course of the evidence that the chief of staff walked in with the attorney-general.For the past one week he (Onyebuchi) has been coming here (before the panel), running around trying to defend himself.
“This must be as a result of the stress he was going through. He will not be fit to continue today (Wednesday), if the panel agrees we will probably come back on Monday.”
Onyebuchi had denied the allegations brought against him by the lawmakers.
Onyebuchi was specifically accused of running an illegal poultry in his official residence at the government house, in spite of a resolution of the house of Assembly, forbidding such action. He was also accused of refusal to represent Chime at official functions, despite directives from the governor instructing him to do so.

Pope visits South Korea in first Asia trip


Pope Francis has landed in South Korea, beginning his first visit to Asia since he took over the papacy in March 2013.
During his trip, he will beatify Korean Catholics who died for their faith and attend a Catholic youth festival.
The South Korean Catholic Church is one of the fastest growing in the world, with just over 5.4 million members, some 10.4 per cent of the population.
Shortly before the Pope arrived, North Korea fired three short-range rockets off its east coast.
The last rocket was launched 35 minutes before the Pope landed at Incheon airport, Reuters reported.
Pyongyang has engaged in several such launches in recent months in what it says is a response to US and South Korean provocations – in the latest case, a military drill due to start on Monday.
President Park Geun-hye was at the airport to greet the pontiff.
He is expected to pay tribute to some of South Korea’s first Catholics when he beatifies 124 Koreans who died in the 18th and 19th Centuries.
After an individual is beatified, he or she is given the title “blessed”.
The beatification ceremony will be held on Saturday at Gwanghwamun Square in central Seoul, with up to one million people expected to attend.

Ebola: 21 persons isolated in Enugu

This is official. Lagos is not the only state in Nigeria that has been hit by the deadly Ebola Virus Disease; Enugu has become the next in line.
Twenty one persons out of the 198 so far quarantined because of the virus are in Enugu, says the Minister of Information, Labaran Maku.
Maku told State House correspondents after the Federal Executive Council meeting in Abuja on Wednesday that Enugu came into the picture because one of the nurses that treated the American-Liberian, Patrick Sawyer, shunned medical advice and travelled to the city.
Sawyer, the index case of EVD in Nigeria, died on July 25 in an Obalende, Lagos hospital five days after he arrived in the country.
The matron of the hospital died last week while an Economic Commission of West African States Protocol Officer, Jatto Abdulqudir, who picked up Sawyer from the Murtala Muhammed Airport, Lagos passed on on Tuesday.
He said all those the nurse came into contact with, including her husband, were currently under quarantine.
The minister said, “All those who had primary contacts have been quarantined. Secondary contacts have also been traced.
“So far, the number of people that have been traced is 198. Out of this number, 177 are in Lagos. Some are in quarantine, some are being monitored by health specialists.
“21 persons in Enugu are also being watched. This is because one of the nurses that was involved with the treatment of the index case, unfortunately, disobeyed medical instructions and somehow travelled to Enugu.
“All those who she was in contact with, including her husband, are under quarantine. The medical team have been able to trace all those who came into contact with her.
“Health workers are now in all our border units.   We also have   health workers that are working in our airports and seaports.
“We are calling on citizens specifically to cooperate. If health workers say you have had come into contact with A,B,C, don’t move to anywhere, respect that judgment. It is very important.
“In one or two cases where we have had disobedience, we lost one of them and this one now moved with it to another place (Enugu).
“So, we are urging Nigerians, please to help us in making sure that all these messages and appeals we are making on you, we implement them.”
On possible treatment, Maku said some Nigerians who felt they could assist in developing therapies for the virus had started approaching the government.
He said a special committee set up for that purpose had started collating the various claims with a view to verifying them and making recommendations to the government.
The minister added, “In terms of possible treatment, the Ministry of Health has set up a special committee specifically to take claims from Nigerians who believe they could help and so far we have had a lot of reports from Nigerians at home and abroad who came forward to say they have possibility of developing therapies that could help in fighting the virus.
“There is no cure so far anywhere in the world. Even the trial drug in the US is still a trial drug. It has not been established that it can cure EVD.
‘‘One of the doctors and research experts that came forward is Dr. Simon Agwale, who has been one of the frontline global researchers on developing vaccines for HIV and other viral diseases.
“He also came forward and said he could help, both in terms of working out to develop a vaccine, which he said he has started work on with his fellow experts in the United States. .
“The Minister of Health has given support and directed him to the committee. He also discussed the possibility of a certain therapy that they can now use which could be applied. And again, that is being discussed. And once it is approved, it could be used.”
Maku said contrary to some media reports (The PUNCH not included), no case of the virus had been reported in Abuja.
Urging the media to always get their information right before publishing, Maku stated that the Minister of Health, Prof. Onyebuchi Chukwu, was the only person that could confirm any new case of EVD in Nigeria.
Maku also denied another media reports that some Indian doctors were being forced to treat Ebola virus victims in Abuja.
“We did not force any doctor to treat any Ebola virus patient. As a matter of fact, there are no Ebola patients in Abuja. The report did not mention the names of the Indian doctors and the affected hospitals.”
He urged Nigerians not to panic as the best measures in the world had already been put in place to stop the spread.
Maku also threatened that the Federal Government would not hesitate to prosecute anybody found to be spreading unsubstantiated information on the virus.
He said information such as the recent one urging Nigerians to bath with salt were criminal in nature .
The minister said, “Dangerous rumours are criminal in nature. Those who spread them are liable to prosecution. Please know that you are violating the laws of the land when you spread information that is not true and can damage public health. We will trace you and prosecute you if you do so.”
He insisted that the situation had not gone out of control and that the Federal Government wanted to wipe the virus away from the country.
“The measures taken so far are the best anywhere in the world. No reason for corporate organisations or foreign investors to get troubled. We can and we shall defeat the virus,” he added.
Maku said the Minister of Health, in his briefing to the council indicated that before   Sawyer brought the virus to the country, Nigeria had been on a state of alert since it was reported in Guinea and Sierra Leone.
While saying that sensitisation campaigns were organised, he added that a committee was set up by the President to put in place structures and policies to combat the disease.
He added that the government had embarked on advocacy visits to groups such as the National Union of Road Transport Workers and religious leaders.
Meanwhile, President Goodluck Jonathan and the 36 state governors rose from a crucial meeting on Wednesday with a resolve to end EVD in the country within the shortest possible time.
The meeting, which lasted four hours, was also attended by state commissioners for Health, country representative of the World Health Organisation and other Federal Government officials saddled with the responsibility of public health.
Governor Babatunde Fashola of Lagos State; Governor Sullivan Chime of Enugu State;       Maku; Chukwu;     the WHO Representive , Dr. Rui Voiz; and the Director of the Nigeria Centre for Disease Control, Abdusalam Nasidi, briefed State House correspondents on the meeting’s outcome.
They said the meeting which received briefs from all the state governments on the virus focused on infection control, case management, contact tracing, capacity building as well as sensitisation among others.
They also resolved that synergy and collaboration among the Federal, state governments, global partners and civil society was important to achieve success.
“We rose from the meeting with the conviction that this virus will be defeated. We reassure Nigerians that the government has taken every measure possible to contain the situation,” Maku said.
Describing the meeting as a productive one, the Minister of Health said participants listened to every state about their state of preparedness.   Lagos State spoke about how it is managing the virus.
Chukwu said that in the coming   days,   the Federal and state governments would continue collaboration in the areas of provision of isolated facilities, surveillance in all the states as well as laboratories for diagnosis.
He listed the laboratories that have capacities to carry out the diagnosis in the country as including the Nigeria Centre for Disease Control’s laboratory located inside the Lagos University Teaching Hospital; the centre’s laboratory in Asokoro, Abuja; the University College Hospital’s laboratory in Ibadan; and the Redeemer’s University’s laboratory on the Lagos-Ibadan Expressway.
Chukwu added that the government would   send a mobile laboratory to Enugu in the coming week while it would also ensure that laboratories were put in place in Jos and Kano.
While allaying people’s fear over the continued spread of the virus, the minister said the two cases reported to the Federal Ministry of Health   had tested negative.
He added that the two corpses brought from Liberia to Anambra and Imo States had also been found to be negative.
Chukwu said the patient in Abia State who was   rumoured to have contracted Ebola was also discovered to   be reacting to a malaria drug earlier administered to him.

FG grants waivers for two corpses

The minister reiterated   government’s prohibition order on the movement of corpses.
He said the government had granted two waivers for the remains of two Nigerians who died in Kenya and India to be brought to the country after ascertaining the causes of their death .
He disclosed that while one died of diabetes in Kenya, the other died of cancer in India.
He said due diligence was carried out before the waivers were granted.
Fashola said with the completion of the 21 days incubation period for the primary contacts, next week would be defining for the nation as the fate of the secondary contacts would be determined.
The governor said government’s target was to ensure 100 per cent tracing of all contacts.
He added that government had resolved to ensure proper protection for health workers who are at the frontline in managing the Ebola cases by providing best equipment and protective gears.
He warned Nigerians that the virus was not one that its victims should be kept in prayer houses for miracles.
Chime said with the level of commitment displayed at the meeting by the participants, he was sure that the virus would be conquered.
“We will box Ebola into a corner. We have all resolved to fight it and we have the capacity to do so. I believe we will certainly conquer,” the governor added.
The country representative of WHO commended Jonathan for the steps taken so far to combat the virus.
He said the declaration of emergency and the creation of isolation centres across the country were good steps .
Maku disclosed that the contact tracing of all those who travelled with Sawyer to Lagos and later proceeded to Calabar had been completed.
He said nobody was found to be affected by the virus.
At the commencement of the meeting, Jonathan had led Vice-President Namadi Sambo; Fashola and other governors   to perform the symbolic sanitising of their hands.

Ebola lines unreachable

Shortly after Maku had boasted that measures taken by the Federal Government to curtail the spread of the virus   “are the best anywhere in the world,” The PUNCH got a shocker when it tried the 080-EBOLA-HELP lines and found out that they were unreachable.
Findings   as of Wednesday afternoon showed that while some of the lines were perpetually busy, others rang out.
In the wake of the Ebola virus outbreak, the Lagos State Government had advertised certain telephone numbers on both electronic and print media. It encouraged   the public to call the numbers to give reports or seek information.
One of the lines, 080-EBOLA-HELP, which later metamorphosed to a 12 digit number (080326524357) was   unreachable as of 3:17pm. Another number, 08033086660 rang out at about 3:55pm when a call was put through to it.
The number, 080326524357, later went through at 8.45pm. A female who picked the line however did not speak much before the call ended. Subsequent calls after that were not answered.
Efforts to speak with the Lagos State Commissioner for Health, Dr. Jide Idris, were not successful as he neither picked his calls nor responded to messages to his line.
